What’s Happened to Democracy?

I recently went to my private Dentist because there was no NHS Dentist that I could see. They advised I needed two fillings, which they'd be happy to do for the sum of £250 each. Of course, it's your health, so why wouldn't you pay. But back then I wasn't working, had no income and £500 was a lot of money. So like most people today, I did nothing.
Interestingly, the UK oral care market size is valued at USD 2.3 billion in 2023 and is anticipated to grow at a compound annual growth rate (CAGR) of 5.5 % from 2024 to 2030. This growth is attributed to the rising prevalence of dental conditions, and increasing preference for cosmetic dentistry.
In my mind, traditional toothpaste doesn't work effectively enough, so why hasn't anyone invented a solution for the removal of plaque that actually works?
So, how do we fix this problem?
